Purpose

This report shows the relationship between teachers’ years of professional experience and their students’ performance on STAAR tests. It displays the percent or count of Texas public students who either met or did not meet the STAAR Approaches Grade Level performance standard by school year, grade, test subject and test language by the years of experience of the students associated teachers of record. Counts of teachers by the number of years of professional experience are also provided. Data in this report are reported at the state, region, and district levels.

Data Source

Data in this report come from the Texas Public Education Information Management System (PEIMS) and the Texas P-16 Public Education Information Resource (TPEIR). Only those students who took the general version of STAAR assessment on the STAAR primary test administration dates are included.

Data Elements

State of Texas Assessments of Academic Readiness (STAAR®):

State of Texas Assessments of Academic Readiness (STAAR®) is a registered trademark of the Texas Education Agency. The STAAR statewide testing program was implemented in spring 2012. It was designed to measure the extent to which a student in grades 3-11 has learned and is able to apply the defined knowledge and skills at each tested grade level. It replaced the Texas Assessment of Knowledge and Skills (TAKS) testing program. STAAR Primary Test Administration:

The primary test administration provides the results for all students who submitted an answer document the first time the test was administered for a particular subject, grade, and school year.

STAAR Test Subject:

The subjects tested by STAAR include mathematics, reading, social studies, science, and writing. All grade levels are not tested on all subjects. End-of-course (EOC) assessments include English I, English II, English III, Algebra I, Algebra II, Biology and U.S History. STAAR test versions are administered in English for all grades and in Spanish for grades 3-5. A student may take different language versions for different subjects. The English and Spanish versions of STAAR assess the same test objectives and Texas Essential Knowledge and Skills (TEKS) student expectations.

STAAR Approaches Grade Level (Met Standard):

STAAR Approaches Grade Level Standard refers to the academic performance label for STAAR assessments indicating that students in this category are likely to succeed in the next grade or course with targeted academic intervention. Students in this category generally demonstrate the ability to apply the assessed knowledge and skills in familiar contexts. Teacher of Record:

Indicates that the teacher is responsible for the classroom, making the final decisions about the instruction delivered and the final outcomes for the students assigned to the class.

Teacher Years of Experience:

The total years of professional experience is the number of verifiable years of creditable experience as specified in 19 TAC, Chapter 153. Professional experience includes all experience where the teacher worked in a professional capacity (e.g., teacher, administrator, certified personnel, etc.). It does not include experience in a paraprofessional role (e.g., educational aide or interpreter) or in an auxiliary staff role (e.g., secretary or bus driver).

In this report, Teacher Years of Experience is categorized by seven ranges: less than 1 year, 1 to 3 years, 4 to 5 years, 6 to 9 years, 10 to 19 years, 20 or more years and “Teacher Unknown”. The “ Teacher Unknown” category represents the number of students where there is no clear data relationship link between a teacher and the student taking a STAAR test. In other words, for specific courses and STAAR assessments used in this report, the teacher of record is unknown so the years of professional experience cannot be calculated.

Number of Students:

The number of students who either met or did not meet the STAAR Approaches Grade Level performance standard for STAAR tests taken on the primary test administration dates for a particular school year, grade, STAAR test subject, and test language version. Student counts represent tested students taking a course related directly to the STAAR assessment for a particular year, grade level, STAAR subject, and STAAR test language from a teacher having years of professional experience within a defined range. The “Teacher Unknown” category represents the number of students where there is no clear data relationship link between a teacher and the student taking a STAAR test.

Percent of Students:

The percent of students is calculated as the number of students who met or did not meet the STAAR Approaches Grade Level performance standard divided by the total number of students who took the test.

Number of Teachers:

The number of teachers with years of professional experience in the indicated range. The “Teacher Unknown” category is not applicable to “number of teachers”. A particular teacher is counted in only one experience range but teachers who taught more than one subject that is related to STAAR assessments, are counted once in each subject.
